The California State Subdivision Map Act requires two main steps in subdividing land, regardless of whether the project is for homes, condos or commercial tracts. The Preliminary Map involves a somewhat discretionary process but it also sets up the conditions that must be met from various City Departments before a Final Map can be recorded at the County and the process may be considered final. The process for condition clearing of maps and processing the numerous steps required requires expertise to navigate the process and to coordinate timing with issuing building permits.
