“By-Right” is a bygone idea in Los Angeles.  Virtually every project requires some sort of discretionary or Planning action.  This is especially true for large projects.  In the City of LA, any new project with 50 or more residential units or 50,000 square feet or more of commercial floor area requires a “Site Plan Review”.  While it sounds like a plan check process, it is really an additional level of review and oversight by the planning decision maker.   Fortunately, it’s not the end of the world.  Site Plan Review is generally a painless process.
